NHS Devon Integrated Care Board (ICB) has announced that its chief executive will step down from 31 January 2026.
Steve Moore joined NHS Devon as chief executive in February 2024, having started his career in the health service in 1989. He has held senior leadership positions for more than 15 years.
In a letter addressed to colleagues and stakeholders, chair of NHS Devon and NHS Cornwall and Isles of Scilly John Govett, said that Mr Moore would be returning to ‘his home in West Wales’ after deciding ‘the time is now right to step back’.
Before joining the ICB, Mr Moore had been chief executive of Hywel Dda University Health Board in Wales since January 2015.
Mr Govett said that Mr Moore had ‘contributed significantly to the ICB’, including leading Devon out of NHS Oversight Framework 4 and ensuring the board agreed to a new medium-term clinical strategy.
Published in December, NHS England’s annual performance review for 2024/25 confirmed that the ICB remains in the Recovery Support Programme (RSP) after not meeting the criteria to exit.
The review highlighted strong use of data, progress in meeting operating priorities and moving out of tier 1 of elective recovery, while acknowledging ongoing areas needing improvement.
In September 2025, NHS Cornwall and Isles of Scilly and NHS Devon formed a new cluster through joint working arrangements.
The ICB cluster will now begin the process to appoint an interim chief executive, to be followed by a permanent leader for the new cluster.
