According to the report, Capacity and Capability, by the CCG’s interim managing director Jackie Pendleton the “frank” report highlighted several issues about its structure and fitness for purpose.
The CCG was placed under legal directions by NHS England last December after it was heading for a £14 million end of year deficit.
The PwC report found a “lack of clarity” in roles and responsibilities at the CCG that has undergone three restructures.
Staff morale was low and there were high rates of job dissatisfaction and work-related sickness.
It found challenge and feedback was not always welcome.
The report also highlighted “poor” communication with staff who were not kept aware of the CCG’s deteriorating financial position.
However, it noted the CCG’s new executive team was working to address the problems, “in particular an increased level of openness and willingness to challenge,” said Pendleton.
Dr Iain Chorlton, chairman at NHS Kernow, said: “Importantly, the report acknowledges that we had already recognised many of the issues raised and were taking steps to address them before the review.
“An action plan is in place to address any issues – mainly around strengthening internal governance processes – to help secure and sustain improved performance.”
