NHS England offers commissioning support advice
14 November 2013

NHS England has offered guidance for clinical commissioning groups (CCGs) on whether to make, share or buy commissioning support services.
The voluntary advice sets out the key steps and tools that may be used in the decision making process to enable a CCG to be confident that they are choosing the best support so that they can deliver the best outcomes for the patient.
NHS England hopes that the advice will allow CCGs to secure high calibre services that represent value for money.

Rosamond Roughton, NHS England’s national director for commissioning development said: “We would suggest that even if they are satisfied with existing commissioning support arrangements, CCGs may find it useful to go through this process to help ratify their decisions and to help inform any conversations they are having with suppliers, for example, in relation to SLA renegotiation.”
The document states: “Where CCGs wish to make changes to their commissioning support arrangements it is critical that the rationale behind these decisions is properly documented, that they can demonstrate that the new arrangements represent value for money and improved quality, and that the impact on the local health community and in particular neighbouring CCGs has been taken into account.
“Setting this out clearly and agreeing with the Governing Body the way in which these key decisions have been made is critical to ensuring that CCGs can demonstrate they are conducting business in an appropriate and legally sound manner.”
Make, Share, Buy is available on the NHS England website.
