New chief executives appointed at two ICBs

Devon ICB has appointed Steve Moore as its new chief executive officer following a national recruitment process.

Staffordshire and Stoke-on-Trent ICB also appointed Peter Axon as its new chief executive.

Mr Moore – who formally lead the Primary Care Trust in Cornwall and Isles of Scilly – will replace interim chief executive Bill Shields on 12 February 2024, the ICB said.

He has worked in the NHS for nearly 30 years, most recently as the chief executive of Hywel Dda University Health Board in Wales which he has held since January 2015.

Mr Moore also worked in the private sector for ICF International as consulting director for health and social care policy.

On his new role, he said: ‘Enabling patients and communities to live long and healthy lives while supporting staff to grow and develop are areas that I am personally passionate about and it’s something that I will continue to champion.’

Devon ICB’s chair Dr Sarah Wollaston said: ‘I am delighted to welcome Steve. He has extensive experience across the NHS and understands the challenges and opportunities that we face. I am confident that he will use his knowledge, expertise and skills to help us meet our ambitions and challenges in the months and years ahead.’

Staffordshire and Stoke-on-Trent ICB named Mr Axon as its new chief executive in October 2023.

Mr Axon has 13 years’ experience working at board level in the NHS, previously leading the North Staffordshire Combined Healthcare NHS Trust: one of only two specialist mental health trusts in the NHS to have received an ‘Outstanding’ rating from the Care Quality Commission (CQC).

He also worked as chief financial officer and deputy chief executive at Birmingham Community Healthcare NHS Foundation Trust.
