Clinical commissioning groups were praised for having board meetings in public and publishing minutes online at the NHS Confederation conference in Liverpool.

Dr Johnny Marshall, policy director at the NHS Confederation said: " I've been in CCG board meetings where they have a bit in private, which is almost a rehearsal for the bit in public as they are not quite confident enough. But there is a willingness to be open and honest."

"Some are using social media, and have Facebook pages and Twitter accounts. CCGs need to think about how they engage with patients about reconfiguration and resource allocation."

Dr Marshall also said that joint commissioning between a CCGs and a local authority could be "quite a challenge as there are differences in priorities".

"Health and social care need to work together to join up care yet a danger could be they end up competing for democratic legitimacy," he said adding that it's much more about relationships than systems or structures.

He called for practices and hospital to "take up the gauntlet" and choose to provide care differently before they are told to.
