The report Better leadership for tomorrow: NHS leadership review, carried out by Lord Rose, found that there was “no consistant clear picture for CCGs of what ‘good’ commissioning performance looks like”.
It said that “CCGs are new bodies, understandably trying to find their feet; but without such a vision their leaders will find it difficult to secure services of a high standard and, over time, to recruit and retain high quality individuals.”
There are signs of growing frustration amongst CCG leaders at their inability to ‘make a difference’, and there remains to be tension between CCGs and provider organisations partly due to the fragmented nature of commissioning, the report found.
“More should be done to encourage greater collaboration and integration of working between CCGs and providers. A good example of this is in East London where a strategic programme brings together providers of acute and mental health care with the local authorities, the three local CCGs, NHS England and the TDA,” it stated.
In terms of recruitment, the leadership review encouraged more secondments for commissioning and assistance to get first year graduates into the commissioning sector, as well as suggesting a greater flow of individuals between provider and commissioner organisations to “utilise this untapped talent”.
