CCGs need national leadership to help develop outcome-based commissioning and contracting across England, a new report suggests.
The document from the NHS Commissioning Assembly describes the challenges and opportunities offered by outcome-based commissioning and aims to stimulate discussion among commissioners on the practical tools now required for CCGs, as well the barriers that need removing to support commissioning for improved outcomes.

The document from the NHS Commissioning Assembly describes the challenges and opportunities offered by outcome-based commissioning and aims to stimulate discussion among commissioners on the practical tools now required for CCGs, as well the barriers that need removing to support commissioning for improved outcomes.
The report – Commissioning for Outcomes Narrative prepared by the Commissioning Assembly´s Quality and Outcomes Working Group – says many commissioners are not clear on the most appropriate approached to commissioning for outcomes and as they develop their five-year strategies, are coming across barriers to what they want to achieve.
CCGs need "capability, capacity and confidence" to transition from existing models of commissioning, it says.
The document contains case-studies from CCGs as well as contributions from CCG leaders on making commissioning outcomes work in their localities.
Ros Roughton, national director of NHS England said: "As commissioners of healthcare – both at national and local levels – we want a commissioning architecture that gives people the best possible opportunity to achieve those outcomes and commissioning models that align incentives.
"What outcome-based commissioning and contracting models could and should look like is very much a hot topic at the moment and this is why I welcome this discussion document."
