CCG gives £2.4m advance to financially struggling Trust

Northern, Eastern and Western Devon Clinical Commissioning Group (NEW Devon CCG) has given a £2.4m advance payment to a struggling Trust, in light of financial challenges.

The early cash payments were deemed necessary for Plymouth Hospitals NHS Trust, and Rebecca Harriott, chief officer of the CCG, said “this is an example of what we are facing locally”.

Northern, Eastern and Western Devon Clinical Commissioning Group (NEW Devon CCG) has given a £2.4m advance payment to a struggling Trust, in light of financial challenges.

The early cash payments were deemed necessary for Plymouth Hospitals NHS Trust, and Rebecca Harriott, chief officer of the CCG, said “this is an example of what we are facing locally”.

However, both the Trust and CCG are part of the ‘success regime’, which was announced in June, the purpose of which is “to protect and promote services for patients in local health and care systems that are struggling with financial or quality problems,” according to NHS England.

Harriott said: “As a commissioner, we will help providers where we can, and we have paid Plymouth Hospitals NHS Trust earlier than planned for them to resolve its issues. We have been very public about the financial challenges of our health and care community and this is an example of what we are facing locally.

“This is why Devon has had to look at new ways of working and one of the reasons why we are now part of a programme known as the Success Regime. We continue to work hard with providers to ensure patients continue to receive high quality, safe and effective services within a finite budget.”

Plymouth Hospitals NHS Trust (PHNT) has an agreed plan in place to manage its financial resources, the CCG said, while Royal Devon and Exeter Hospital (RD&E) and Northern Devon Healthcare NHS Trust (NDHT) have not required any additional financial support outside of the normal contractual process.
