System resilience groups ‘increasing bureaucracy’

Clinical commissioning groups (CCGs) will be expected to head new system resilience groups with the aim of cutting waiting lists and easing winter pressures. 
The groups were proposed in NHS England papers published in June as an extension of the urgent care working groups. 
Urgent care working groups were created last year to collaboratively plan services for patients over winter.

System resilience groups (SRGs) will be chaired by a senior leader from the CCGs represented in the group, with all local providers, commissioners and social care organisations as members. 
NHS England’s papers called for a “particular emphasis” on a broad range of clinical representation in the groups membership. 
The papers read: “SRGs are the forum where all the partners across the health and social care system come together to undertake the regular planning of service delivery. 
“The presence of all health providers and commissioners, as well as local authorities and social care partners, on these groups will be crucial to delivering an integrated approach.” 
And the £350 million worth of winter pressures finding will only be unlocked by when the SRG plans are signed off. 
Some senior leaders said that NHS England was “creating a CCG over a CCG”. 
Steve Kell, co-chair of NHS Clinical Commissioners, said that the top-down guidelines are not helpful to CCGs, merely increasing bureaucracy at a time when there is decreased capacity.
