The NHS Alliance, NAPC and NHS Confederation have partnered to create a unified voice.

The NHS Alliance, National Association of Primary Care and NHS Confederation have partnered to form a single CCG membership body – NHS Clinical Commissioners.

While a full merger between the three bodies has not been proposed, it is a “possible outcome” in the distant future, NHS Alliance Chair Dr Michael Dixon told GP Business.

Plans to replace PCTs with clinical commissioning groups (CCGs) are "unworkable" without a "huge" investment in commercial skills training, it is claimed.

A survey of 400 GPs shows the majority worry (85%) they do not have the skills necessary to handle their new commissioning roles and 90% have "real concerns" about their legal liabilities as members of a CCG.

Almost a third of respondents also believe the government's target date of April 2013 for when CCGs will take control from their PCT is "unachievable".

CCGs should be able to decide on theirown composition and size, not Primary Care Trust clusters for Strategic HealthAuthorities, claims the National Association for Primary Care and the NHSAlliance – the two bodies that formed the coalition.

Manually compiling the data required for clinical commissioning groups (CCGs) to go live could cost the NHS £373m a year in management time, it is claimed.

For a CCG to be ready for full authorisation to go live in April 2013, it is required to be able to "prove clear and credible governance arrangements".

These include identifying financial controls and QUIPP target plans.

In the face of health reform plans, the PCC Practice Management Survey 2011 revealed general practice staff are keen to develop better working relationships with hospital doctors and other clinicians.

The creation of CCGs emerged as a strategic priority for practices, with 86% rating it either important or very important.

The NHS Alliance and the National Association of Primary Care (NAPC) have teamed up to form an independent body to give clinical commissioning groups (CCGs) a "united voice".

The coalition aims to ensure CCGs are at the heart of the new NHS as opposed to "being controlled by the centre and overburdened by statutory responsibilities."
